German documents, transport and French decisions to clarify before paying for a used car.
Before paying a deposit in Germany, request both Zulassungsbescheinigung Teil I and Teil II, the complete HU report and the draft contract or invoice. Add first registration, mileage and technical data: these documents allow you to prepare the tax treatment and French file before committing.
The decisive question is whether the purchase, transport and registration work as a whole. The route developed here uses German deregistration followed by a carrier. An attractive price loses its appeal if originals are missing, repairs change the budget or conformity remains uncertain.
This guide concerns a private buyer already resident in metropolitan France and an M1 car registered abroad. A special fiscal territory, previous French registration or unusual specification requires separate assessment.

Local evidence to obtain from the seller
Teil I and Teil II: obtain both originals
Ask the seller for complete copies of both documents, then compare the originals with the physical VIN at handover. Teil I identifies the vehicle; both documents form part of the registration file. They do not by themselves establish the seller’s right to sell or French acceptability. German documents.
HU-Prüfbericht: read the complete report
The holder receives a written Hauptuntersuchung report. Have the seller send it, including date, result and observations. Its German expiry date determines neither future mechanical condition nor the freshness needed for French filing. Use it to identify points to compare with maintenance records and inspection findings. HU report.
Außerbetriebsetzung: agree when deregistration happens
The holder or a third party with the required documents presents Teil I and the plates to the registration authority. The annotated Teil I is returned with the unsealed plates. After deregistration, the former registration no longer permits driving or parking on public roads: arrange private storage and loading. German deregistration, FZV.
Ausfuhrkennzeichen: understand the alternative’s limits
Berlin describes an export application for a non-resident including, in particular, the registration documents, HU, export insurance and an authorised recipient under its conditions. This page does not make Berlin competent for every sale. If considering driving, contact the competent Zulassungsstelle and have the route confirmed; this guide selects a carrier. Berlin conditions.
Keep three checks separate. History checking compares the available records and their limits; HistoVec relies on the French SIV and does not reconstruct the entire foreign past. A statutory roadworthiness test examines a defined scope on a particular date. A pre-purchase inspection describes observed condition, unchecked items and repairs to price. Arrange export and return transport
Agree with the seller who will arrange deregistration and hand over the documents. Collect the annotated Teil I, Teil II, purchase evidence and HU report; then load away from the public road. Ask the carrier for a quote specifying collection, delivery in France, jointly recorded condition and liability for damage. Delivery does not regularise missing documents.
Ausfuhrkennzeichen belong to a different procedure, with their own insurance and expiry; the HU must extend beyond that registration’s expiry. Do not substitute Kurzzeitkennzeichen or a supposedly universal WW for this verification. Export and deregistration.

Prepare French tax clearance and registration
For an ordinary used EU vehicle, check both more than six months and more than 6,000 km at the relevant point of purchase: additional French VAT does not apply automatically in this branch. A two-year-old car with 4,000 km falls outside this definition. At exactly 6,000 km, have the DGFiP classify the case before payment. If the vehicle is new for VAT purposes, examine the French 20% branch separately; an advance payment of foreign tax does not by itself settle this obligation. EU VAT guidance.
Request the quitus after delivery: it confirms the VAT position, including when no additional VAT is payable. Your home address determines the channel. In departments 57, 59, 62 or 67, use the combined France Titres/ANTS tax clearance and registration application; elsewhere, email form 1993-PART-D-SD to the competent tax office. Prepare identity, address, invoice or contract and the foreign registration document. DGFiP instructions.
Have conformity examined before a non-refundable deposit. A complete, acceptable harmonised document may suffice; buying an additional COC is not always necessary. For an unusual specification or missing data, have the competent service establish whether manufacturer documents, a certificate, AVDT or RTI are required. Documentary rules.
For an M1 car over four years old, the acceptable roadworthiness report must be less than six months old when filing; also respect any retest requirement. A test from the EU country of previous registration may be acceptable, but periodic validity alone is insufficient. In France, a critical defect limits validity to the test day: two months to repair does not always mean two months to drive. Registration file, French roadworthiness testing.
Apply within one month of purchase through the official “Immatriculer pour la première fois un véhicule en France” service. Include, in particular, acquisition evidence, foreign registration, recent address evidence, conformity and the required tax and roadworthiness documents. This is an application deadline, with no guaranteed delivery of the certificate or permission to drive. France Titres entry point.

Build a budget without adding alternative plans together
An unpriced amount means an input is missing, never that it is free. Include the transport actually selected; export plates and a complete drive home are not mandatory costs of full delivery. Convert currencies only with a rate, date and fees. CarAudit references are not accepted quotations.
The malus depends, among other things, on first registration, the applicable schedule and depreciation, not simply the year of French filing. For weight, use G, not F.2; check the combined cap with CO2. An age-related regional reduction does not mean exemption from the malus. Certificate costs, official simulator, CO2, weight.

Have the car examined before payment
Before committing, have the car examined at the seller’s premises. CarAudit offers pre-purchase inspections in countries listed on its French website. Check availability for the exact location and vehicle, then confirm access with the seller. The inspection does not automatically include transport, import formalities, customs or tax representation, or guaranteed registration in France.
Frequently asked questions
Is Teil II enough to secure a German purchase?
No. Also request Teil I, the contract and evidence of the right to sell, then compare originals with the VIN. One document does not replace these checks or examination of conformity for France.
Can a French resident request export plates?
Berlin’s scheme provides for applicants without a German address under local conditions, including an authorised recipient. Have the Zulassungsstelle confirm competence, documents and insurance; this possibility does not validate your international journey.
Can the vehicle be loaded after Außerbetriebsetzung?
The selected plan uses loading from private premises after deregistration. Agree this with the seller and carrier: the former registration no longer allows driving or parking on public roads.
Does a still-valid HU suffice in France?
Not automatically. For an M1 car over four years old, check that an acceptable report is less than six months old when filing and respect any retest requirement. German periodic validity alone does not meet this requirement.
Does a two-year-old German car with 4,000 km avoid French VAT?
It does not meet both criteria for an ordinary used EU vehicle. Have its classification as new for tax purposes and VAT treatment established before payment; the advert’s description as used does not decide.
When should you suspend a German car purchase?
If a registration document is missing, the seller does not establish the right to sell or deregistration would require unauthorised driving, suspend the affected commitment. A promise to provide a document later does not resolve the obstacle before payment.
